The newly appointed Ombudsman, Mrs. Matsoana Fanana began her office duties on Wednesday of December 01, 2010. Mrs. Fanana is the first Lesotho female Ombudsman.
The Chief Public Relations Officer in the Office of the Ombudsman, Mrs. Lemohang Lekhoba-Phits'ane said as part of the Ombudsman’s introductory session to staff, she (Ombudsman) held a meeting with the investigation section’s staff to discuss issues that needed immediate attention.
She noted that matters discussed included challenges that the office faces and how they could be solved. Responding to the staff’s issues of concern, Mrs. Lekhoba-Phits'ane said the Ombudsman assured the staff of her support, urging them to collectively and individually work hard regardless of the challenges faced by the office so that they would achieve the purpose the office is intended to thus to serve Basotho. The Ombudsman expressed her confidence to her staff that they will continue to render good services to the public.
On 14 October 2010, Miss N.A.M. Fanana was appointed by His Majesty King Letsie III and gazetted a new Ombudsman of the Kingdom of Lesotho. Miss Fanana is the 3rd Ombudsman succeeding two eminent ones, namely Mr. H. M. Ntšaba who was the first Ombudsman that painstakingly lay the groundwork for Lesotho Ombudsman Office. His Successor was Mr. S.S. Mafisa who carefully carried the baton.
Born in 1945, she is a law graduate of the National University of Lesotho (NUL) and of the Edinburgh University where she specialized in human rights. She attended several human rights fora and underwent training programmes on conflict resolution, human rights and humanitarian law. She has worked for many years as a law lecturer at NUL. In 1993 when Lesotho returned to democratic dispensation, Ms. Fanana championed the Ministry of Justice, Human Rights and Correctional Services towards a human rights centred administrative approach, a culture of tolerance and non corruptive methods. She was one of the few people that became instrumental in directing changes in women rights, children rights, anti corruption and anti money laundering legislations in Lesotho.
The Ombudsman immediate impression of the office is to strike collaborations with other institutions in furtherance of administrative justice and good governance. The 2009 - 15 strategic plan presents a starting point to roll on the activities and re emphasize those that have lain dormant.
The office of the Ombudsman was established in accordance with the 1993 Constitution, Section 134 and the Ombudsman Act 1996. The first Ombudsman in the country was Mr. Moneri Nts'aba who was appointed in 1993 and was succeeded by Advocate Sekara Mafisa.

La nouvelle Médiatrice, Mme Matsoana Fanana, a pris ses fonctions le mercredi 1er décembre 2010. Mme Fanana, la première femme dans le rôle du Médiateur au Lesotho, succède à Me Sekara Mafisa dont le contrat a pris fin en octobre.
La responsable des relations publiques au Bureau du Médiateur, Mme Lemohang Lekhoba-Phits’ane, a dit que dans le cadre de la session d’introduction de la Médiatrice auprès du personnel, celle-ci s’était réunie avec le personnel du service d’investigation pour discuter des questions exigeant une attention immédiate.
Elle a indiqué que les sujets discutés comprenaient les défis auxquels est confronté le Bureau, et la façon dont ils pourraient être résolus. Mme Lekhoba-Phits’ane a déclaré qu’en réponse aux préoccupations du personnel, la Médiatrice a assuré les collaborateurs de son soutien, les appelant à travailler assidûment, collectivement et individuellement, malgré les défis posés au Bureau, afin de réaliser l’objectif du Bureau au service des Basotho. La Médiatrice a exprimé sa confiance au personnel, se déclarant convaincue qu’il continuerait à rendre de précieux services au public.
Mme Fanana a été nommée par sa Majesté le Roi Letsie III, agissant conformément à l’avis du Premier Ministre du 14 octobre 2010. Elle a un diplôme de Bachelor of Arts en droit de l’Université nationale du Lesotho, obtenu en 1980, un diplôme de LLB en droit et un diplôme de M Phil de l’Université d’Edimbourg au Royaume-Uni.
Le Bureau du Médiateur a été établi conformément à l’article 134 de la Constitution et à la Loi sur le Médiateur de 1996. Le premier Médiateur du pays était M. Moneri Nts’aba, nommé en 1993, auquel a succédé Me Sekara Mafisa.

Lesotho: La nueva Defensora del Pueblo toma posesión

La recién nombrada Defensora del Pueblo, Sra. Matsoana Fanana, asumió el cargo el miércoles 1 de diciembre de 2010. La Sra. Fanana, que es la primera mujer que ocupa este cargo, es la sucesora del abogado Sekara Mafisa, cuyo contrato expiró en octubre.
La jefa de Relaciones Públicas de la Oficina del Ombudsman, Sra. Lemohang Lekhoba-Phits'ane, dijo al personal en la parte introductoria de la sesión que la Defensora del Pueblo había celebrado una reunión con el personal de la sección de investigación para discutir los temas que precisaban atención inmediata.
Señaló que los asuntos discutidos comprendían desafíos que afronta la Oficina, a los que hay que buscar soluciones. En respuesta a los temas que preocupaban al personal, la Sra. Lekhoba-Phits'ane dijo que como Defensora del Pueblo aseguraba al personal todo su apoyo, y les instó a trabajar duro colectiva e individualmente a pesar de los desafíos a los que debe hacer frente la Oficina, a fin de lograr la meta propuesta de servir a Basotho. La Defensora del Pueblo dijo al personal que confiaba en que seguirán prestando un buen servicio al público.
La Sra. Fanana fue nombrada el 14 de octubre de 2010 por Su Majestad el Rey Letsie III, que actuó siguiendo el consejo del Primer Ministro. Se licenció en Artes en 1980 por la Universidad Nacional de Lesotho. Tiene también un Bachelor of Laws (Derecho) además de una licenciatura en Letras por la Universidad de Edimburgo (Reino Unido).
