The Office of the Public Defender of Georgia published the English version of the 2021 report of the National Preventive Mechanism (NPM). The report provides information on monitoring visits conducted and findings made by the Special Preventive Group throughout the year.
The report includes, among other things, information on the constitutional litigation as a means of achieving a change and an assessment tool, which shows the extent to which state agencies have fulfilled their obligations in 2021.
It furthermore reports on the status of implementation of NPM recommendations, on monitoring visits to the penitentiary system and psychiatric institutions, as well as the situation in the police system and in the field of human rights defense.
In accordance with the amendments to the Organic Law of Georgia on the Public Defender of Georgia made on 16 July 2009, the Public Defender carries out the functions of the NPM determined in the Optional Protocol to the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT).
