The Mediator of the French Republic, which will replace the Defender of Rights, presented its latest annual report to the President of the Republic 21 March 2011.

For the last year of his mandate, Jean-Paul Delevoye focused on an update of the problems already known (including normative and legal instability or weakening of public service and the treatment of the citizens) but detects … but detects new kinds of problems / deviant behaviour on both sides : he particularly emphasizes excessive efforts of the administration to renew identity documents.

He also criticizes the citizen’s more and more common self-understanding as a consumer of rights who stopped the dialogue with the administration. 80 000 claims were handled by the Ombudsman's services in 2010, 11,880 calls, 33 000 requests for information and guidance - all these numbers reflect the relationship between the French people and the administration ... and the status of citizenship in France.
