LESOTHO | Appointment of the new Ombudsman

Advocate Leshele Abel Thoahlane KC has been appointed as the new Ombudsman effective from the 2nd February 2015. This comes after Advocate ‘Neile Alina‘Matsoana Fanana KC contract expired on the 31st November, 2014. Adv. Leshele Thoahlane is the fourth Ombudsman of the Kingdom of Lesotho since the establishment of the office in November 1993.

The main duty of the Ombudsman is to receive and investigate complaints from aggrieved persons against government agencies and statutory corporations and or officials of such agencies and organizations.

Adv. Leshele Thoahlane KC was born in Sekameng Mafeteng on the 16th October, 1943.  He has served in different capacities in the Public Service of Lesotho and also internationally. He did his Labour studies at the Ruskin College, Oxford, United Kingdom and Honours Law Degree at the University College, Cardiff, Wales. Adv. Thoahlane was called to the Bar of England Wales and also to the Bar of the High Court of Lesotho, respectively in 1981.

Adv. Thoahlane held the following Key Positions:  Commissioner of Labour, Lesotho’s Ambassador to the Netherlands, Luxemburg, Switzerland, Belgium and UN in Geneva, Lesotho’s Ambassador to the USA also accredited to Mexico and Brazil, Principal Secretary in the Ministries of Labour and Finance respectively. Cabinet Minister in Ministries of Health and Finance, Chairperson of the Independent Electoral Commission (IEC) (2000-2008). On the International front Adv. Thoahlane has served inter alia as the Executive Secretary of the African Capacity Building Foundation (ACBF) based in Harare, Zimbabwe (1995-1999). Adv. Thoahlane was the Director-General of the Directorate on Corruption and Economic Offences DCEO (2009-Feb2014) Adv. Thoahlane was conferred with the Honour of King’s Counsel on the 17th July 2012.
