SPAIN/CATALONIA | Catalan Ombudsman’s newsletter for December 2013

Among other things, Catalan Ombudsman Rafael Ribó presents his follow-up report on children in foster care families, in which he recalls that this is the best resource to ensure the well-being of protected. However, he also detects shortcomings in the supervision and monitoring of the foster system and recommends to set up unified supervision instructions for all supervisory entities.

Furthermore, the Newsletter informs about two ex-officio investigations by the Catalan Ombudsman. One is to clarify the circumstances of the death of a detainee in police custody at a police station in Barcelona. The second to elucidate the scope of the possible privatization of social housing and the Government’s intentions to sell land and social housing.
