New Zealand Ombudsman Peter Boshier has begun an investigation into how the Department of Corrections has responded to repeated calls for reforms aimed at improving conditions for prisoners.
His decision to conduct a systemic investigation into the Department was informed by a number of factors. These include concerning trends emerging from his OPCAT inspections of prisons, complaints he has received, and findings from other New Zealand and international oversight agencies over a number of years.
Mr Boshier says his systemic investigation will be independent, wide ranging, and he expects it will take a year to complete.
