UKRAINE | Commissioner visited the hospital where Yulia Tymoshenko is under treatment

“Issues of custody of women and children in places of detention will be priority in our activity in 2013 and should also be resolved at the legislative level”, stated Ukrainian Parliament Commissioner for Human Rights, Ms. Valeriya Lutkovska during a press conference.

The press conference was held in the context of the visit without warning to the Central Clinical Hospital of the “Ukrainian Railways” of Kharkiv City where Ms. Yulia Tymoshenko is under treatment. The visit was carried out by the Commissioner for Human Rights as a result of the numerous media reports concerning the worsened state of health of Ms. Tymoshenko.

During the visit, the Commissioner familiarized with the system of documentation regarding detention conditions of convicted persons. Furthermore, the system of video surveillance was examined by Ms. Lutkovska and it was made sure that unauthorized persons do not have access to the data.

The Commissioner for Human Rights verified the conditions of stay and treatment of Ms. Tymoshenko and met with the chief medical officer of the hospital and with Ms. Tymoshenko’s attorney. The Ombudswoman also found out that for convicted persons, who are in health care establishments, possibilities to hold meetings and make phone calls are not foreseen by law.  In the case of Yulia Tymoshenko an exception was made.  As for her sudden deterioration of health on January 18, the medical director informed the Commissioner that Ms. Tymoshenko received appropriate medical treatment. He emphasized that Ms. Tymoshenko also gets medical treatment by German doctors of the clinic “Charite”.
