AZERBAIJAN | Debate on implementation of UPR recommendations

Discussion on implementation of recommendations given Azerbaijan under Universal Periodic Review (UPR) was held at the Ombudsman Office jointly with the Ministry of Foreign Affairs. The event was attended by the deputy Minister of the Ministry of Foreign Affairs Khalaf Khalafov, the representatives of other state bodies, NGOs, civil society.

The Commissioner focused on the importance of UPR. She said this mechanism gives the possibility to reveal the implementation of commitments states undertaken in the field of human rights.

It was noted the Commissioner developed parallel report on UPR in accordance with the Resolution of Human Rights Council of June 18, 2007, and the report was sent to the OHCHR, moreover the Commissioner participated in developing of state report on UPR.

K. Khalafov and other participants also made presentations on the issue.

The Commissioner made a number of recommendations on UPR, such as to develop concrete actions for effective implementation of each recommendation, as well as develop Action Plan  for providing their implementation with joint efforts, to mobilize material and human resources of executing organizations for elimination of shortcomings, to learn current needs of civil society, NGOs and communities, to work out proposals for their provision, to conduct interactive discussions with involving refugees, IDPs, women, children, persons with disabilities, national minorities, inmates and others, etc.

The necessity of implementation of the recommendations in close cooperation with state bodies and NGOs was highlighted.
