Korea | E-People – the best communication channel to the government

Selected by citizens as an Excellent Administrative Service marking the 50th anniversary of e-Government in Korea. Citizens named the government-wide online communication system, e-People, an “Excellent Administrative Service.”

On November 1, the ACRC announced that e-People was selected as an Excellent Administrative Service and inducted into the hall of fame, as one of the top 50 persons and services selected by citizens in the Ministry of the Interior and Safety(MOIS)’s 50th Anniversary Commemoration Event of Korea’s e-government.*

*In celebration of the 50th anniversary of the e-government system in Korea, fifty persons, services, and entities (thirty people, ten administrative services, five companies, and five groups) that invigorated e-Government were selected in order to commend the efforts over the past half-century and turn these efforts into driving forces for the next fifty years.

The ACRC’s e-People website was established in 2005 and became one of the most representative communication windows through which citizens could file civil complaints to administrative organizations, suggest ideas for administrative improvement, and submit reports and opinions about policies.

In the beginning, its functionality was limited to complaints and suggestions, but it has gradually been expanded to work as a channel for inducing the participation of people in policy making.

The ACRC has striven to open windows for citizens to participate in policy making regarding reporting budgetary waste and whistleblowing on violations of public interest, so that citizens have a clear path for recourse in such matters.

As a result, e-People has received worldwide recognition for its excellence. The service won the Public Service Award* from the United Nations in 2011.

Moreover, e-People has become one of the representative brands of Korea’s e-Government, and the ACRC has begun a project to share e-People with Tunisia.

*The most prestigious award in the public administration sector established by a UN resolution in July 2000 and recognized internationally; the Korea Online E-Procurement System (KONEPS) (2003), immigration service (2007), and water quality data disclosure system (2009) have received awards.

An ACRC official expressed gratitude to citizens for the selection and said, “We recognize that such a selection holds citizens’ hope for e-People to become a better administrative service. With a grave sense of responsibility, we will take it as an opportunity to leap forward.”
