Estonia | Inspection visit to a centre of contagious diseases

On 24 January the adviser of the Chancellor of Justice performed an unannounced inspection visit to the centre of contagious diseases of the West Tallinn Central Hospital.

It was also the follow-up inspection to check the fulfilment of recommendation made after the inspection visit of 7 April 2008.

The following topics were examined:

1. Elaborating written information materials and forwarding the materials to the patients. It was discovered that information materials should contain more information about feedback and complaint making possibilities.

2. The list of the forbidden articles for the patients of the centre of contagious diseases.

3. The legal basis for applying restrictions to the freedom of movement. It was discovered that the patients of the centre are not allowed to leave the institution without permission. The adviser found that this circumstance is not appropriate in cases when a patient is willing to break up his contract with this healthcare institution and refuses to get further treatment.

4. Collecting visit fee when a patient needs medical consultation

5. Terminating the contract for provision of health care services of patients treated in the hospital.

6. Publicizing data about patients’ contentment and the contact details of complaint mechanisms.
