SPAIN / IBERO-AMERICA | International Congress "The protection of human rights by the Ombudsman"

The congress will be hosted by the University of Alcalá between 1 and 3 June 2011 as part of the Regional Programme of Support for the Ombudsmen of the People in Ibero-America.

The latter is funded by the Spanish Agency of International Development Cooperation (AECID) in the framework of the Ibero- American Ombudsman Federation (FIO). Its' principal objective consists in promoting the institution of the Ombudsman in Ibero- America.

The Ombudsman in Ibero-America is in the middle of a consolidation process as a key institution for the strengthening of democracy and the state under the rule of law in the region, owing to its original democratic legitimacy and the focus on forms of dialogue in its actions. However, there are still considerable challenges in the pursuit of its most important objective, the full effectiveness of human rights in the respective countries.

Far from becoming complacent, the Congress presents a synoptic view of the status quo of the Ombudsman in Ibero-America from a critical but also constructive perspective.

Based on the discussion between scholars and researchers, representatives of institutions concerned with human rights and the very protagonists the event aims at common reflections, open dialogue and taking important steps, under the supportive supervision of the Spanish Cooperation in order to together elaborate recommendations for progress.
