IOI | Introduction of new publication series

The IOI introduces a new publication series of Best Practice Papers with a view to provide guidance material to its members and interested third parties. In the form of a series of best practice papers, the IOI will address key features which inform strong and independent control mechanisms and will therefore be relevant to Ombudsman institutions worldwide.

Issue 1 of the IOI’s new Best Practice Papers series deals with “Developing and Reforming Ombudsman Institutions” and is now available on the IOI website.

All users of public services should have the right to access a fully independent redress mechanism and Ombudsman institutions offer free, independent and objective consideration of citizens’ complaints.

There are many different models of Ombudsman office in existence across the world as the institution has evolved. The original vision of a Parliamentary Ombudsman with oversight of all public services continues to be a key component of good governance and excellence in public services, and the important role Ombudsman institutions play around the world has been recognised by international organisations such as the United Nations and the Council of Europe.

Issue 1 of the IOI’s Best Practice Papers series is a guide intended for those interested in either designing a new Ombudsman institution or reforming an existing one. It is not intended to be exhaustive. Since Ombudsman institutions have to adapt to new challenges and opportunities, this guide is designed to be further developed.

Anyone developing or reforming a scheme is advised to contact the IOI, to speak to local Ombudsman associations, and above all, to speak to other Ombudsman post holders about what works, and what doesn’t.
