IOI welcomes the Médiateur of the Republic of Guinea as new member

During its mid-term meeting that took place from 15 to 16 April 2013 in Vienna, the IOI Board of Directors decided on the membership application of the Médiateur of the Republic of Guinea. Welcoming the new member to the IOI Community, the General Secretariat will present the main facts and figures of the new member.

The “Médiateur de la République de Guinée” was established in 2010. Based on a decree of the Council of Ministers, the President of the Republic of Guinea nominates the Médiateur. His term of office ends after seven years and his mandate is not renewable. The current incumbent is Faciné Touré.

The independence of the Médiateur is laid down in the Constitution of the Republic of Guinea. It designates the Médiateur as an independent body mediating between the public administration and the citizens. The Médiateur is not subject to any kind of order, does not take instructions from any authority whatsoever and fulfills his duties autonomously.

The Médiateur’s task is to investigate complaints against public bodies and services, territorial authorities such as municipalities, districts or regions and all organisations delivering public services. He makes suggestions to the Head of State on how to improve the governance and the rule of law. His recommendations may also serve as a basis for legislative changes.

The Médiateur is obliged to submit a report to the President of the Republic and to the National Assembly on an annual basis. He is also entitled to make quarterly and/or special reports. In addition, on his own demand or on the demand of the National Assembly, the Médiateur can speak at a parliamentary session.

Following recommendations by the Secretary General and the competent Regional President the IOI Board acknowledged that the Médiateur of the Republic of Guinea fulfilled the IOI criteria for membership set out in Article 6  of the IOI By-Laws and decided to accept the “Médiateur de la République de Guinée” as Voting member of the IOI.
