IOI welcomes the Ombudsman of Montréal as new member

During its mid-term meeting that took place from 7 to 8 May 2012 in Hong Kong, the IOI Board of Directors took decisions on several applications for individual, associate and institutional membership. Welcoming the new members to the IOI family the General Secretariat presents the main facts and figures of each new member continuing with the Ombudsman de Montréal.

The Ombudsman de Montréal was established as independent Ombudsman Institution in 2002 to ensure fair, equitable and respectful treatment by Ville de Montréal employees and representatives for all citizens. The nomination of the ombudsman is based on a decision by a two-thirds majority of the members of the city council who determine the incumbent for a term of four years which is once renewable. The current office holder is Ms Johanne Savard.

The Ombudsman protects a person against maladministration on condition that the matter is related to a decision, a recommendation, an act or an omission of the city, a paramunicipal agency or a city-controlled corporation or their employees. Therefore he may intervene every time he believes on reasonable grounds that a person has been adversely affected or is likely to be affected. He intervenes on his own initiative, at a person’s request or at the request of the city council.

At the time of an intervention or an investigation, the ombudsman is entitled to learn the facts and make copies of all files and registers and any other relevant document. He has the right to require the information, reports and explanations that he deems necessary to carry out his duties. After an intervention or an investigation, the ombudsman may recommend any measure he sees fit.

Every year, the ombudsman must file a written report with the city council on the performance of his duties. The report is public.

Following recommendations by the Secretary General and the competent Regional Vice-President the Board acknowledged that the Ombudsman de Montréal fulfilled the IOI criteria for institutional membership set out in Article 6 (1) of the I.O.I. by-laws and decided to accept the “Ombudsman de Montréal” as institutional member of the IOI.
