POLAND | Meeting with Chinese delegation for exchange of experience

On January 7th, 2014, Ryszard Czerniawski, Deputy Human Rights Defender, held a meeting with a Chinese delegation from the Zhejiang Provincial Bureau for Letters and Calls.

During the meeting both sides exchanged experiences concerning the offices’ mandates, complaint handling and means of office activity other than relating to legal cases. Representatives of the Human Rights Defender explained their actions under the principle of independence and impartiality. The Polish Ombudsman’s controlling role towards government branches and its special status before the Parliament were discussed. The Chinese delegation emphasized its mandate as limited to civil cases between citizens only. However it stressed its willingness to use some of the experiences of the Western ombudsman model. Special trade and financial ties between the 63 million Zhejiang Province and Poland were underlined. The meeting took place within a wider framework of talks with European ombudsmen institutions.
