On 14 February 2014 the Catalan Ombudsman, Rafael Ribó, presented the report The Provision of general interest services and best corporate practices at the Parliament of Catalonia.
The article 78 of the Catalan Statute of Autonomy enables the Catalan Ombudsman to act in the area of private companies that provide services of general interest, but this supervision is neither detailed nor defined.
The report analyses the role that the ombudsmen, and, in particular, the Catalan Ombudsman, should play bearing in mind the economical and social evolution of the past few years, which has led to the privatization of many services deemed universal or of general interest.
The report also contains the papers of three recognized experts presented within the framework of a seminar hosted by the Catalan Ombudsman: Joan Ramon Borrell, Professor of Economic Policy at the University of Barcelona; Carles Ramió, Professor of Political Science at the University Pompeu Fabra, and Juli Ponce, accredited as full Professor and lecturer of Administrative Law at the University of Barcelona.
