South Africa | Public Protector worried about the safety of whistle-blowers

Following reports of continued political killings in KwaZulu-Natal, Public Protector Adv. Busisiwe Mkhwebane has raised concerns about the safety of whistle-blowers linked to an investigation she is conducting in one of the province’s municipalities.

Last October, Adv. Mkhwebane launched an investigation into allegations of maladministration, corruption and imprudent use of public funds by the Umzimkhulu Local Municipality. The investigation is in connection with the appointment and payment of service providers for the refurbishment of the dilapidated Umzimkhulu Memorial Hall.

At the commencement of the investigation, Adv. Mkhwebane condemned the violence and killing of councillors, which was alleged to be linked to the project. Some whistle-blowers with information on the project have since turned to Adv. Mkhwebane, expressing fear for their lives. They have appealed for her office’s intervention.

"My office has been engaged in talks with the South African Police Services and the State Security Agency in efforts to ensure the security of these whistle-blowers," the Public Protector said.

"I am however frustrated by the lack of cooperation and delays on the part of the Ministers of Police and State Security to finalize threat assessments and the determination of the level of protection to be provided to these whistle-blowers."

The investigation is ongoing.
