SERBIA hosts Council of Europe NPM workshop

The 9th thematic workshop “Irregular migrants, Frontex and the NPMs”, the final workshop within the framework of the Council of Europe's "Peer to Peer II" project was held in Belgrade 12-13 June 2012. The event assembling several ombudsman institutions was hosted by the Protector of Citizens of the Republic of Serbia.

It was built on the discussions on removals by air, held during the 8th NPM thematic workshop, and also extended further to arrivals by land, interception and push-back at sea. Main aim was to understand the phenomenon of irregular migration more broadly in order to take informed strategic decisions and to appreciate the experiences and perspective of irregular migrants encountered by the National Preventive Mechanisms (NPMs) and the safeguards needed to prevent their ill-treatment.

The focus of The 9th Thematic Workshop was on persons received as irregular migrants following removal from a European country and the process of further removals. The workshop also provided an opportunity for discussion between representatives of NPMs and representatives of FRONTEX, Council of Europe, European Committee for the Prevention of Torture (CPT), Subcommittee on Prevention of Torture (SPT), Association for the Prevention of Torture (APT) etc.
