CANADA | 19th Ombudsman de Montréal’s annual report tabled as it celebrates its 20 th anniversary

On 12 June 2023, the Ombudsman de Montréal (OdM), Me Nadine Mailloux, tabled her annual report for the year 2022 to City Council. The report covers 2,308 files handled, including 219 new enquiries on a wide variety of subjects, 53 of which were initiated by the OdM. The Ombudsman's Office also obtained 32 commitments from Ville de Montréal entities. 

“Homelessness, exclusion, discrimination in all its forms, and the shortage of affordable housing are not inevitable,” notes Me Mailloux. “Tackling them requires an in-depth approach. It must be based on sincere actions and a firm commitment that these be concrete and grounded in reality. We must ensure that the measures taken directly benefit the people targeted, and not the entities' performance reports. We need them all to work together.”


Main complaint topics
The 2,308 cases handled in 2022 covered a wide range of topics. Of these, the main concerns were:

  • Public Works (354);
  • City Services: communications, behaviours, procedures and delays (206);
  • Nuisances (170); 
  • Claims for bodily injury and property damage (134).

In addition, the OdM issued 10 recommendations, half of which were accepted by the Ville de Montréal and concerned Milton-Parc, while the other 5 were rejected by the Mercier-Hochelaga-Maisonneuve borough.
