POLAND | A well-functioning local government

The upcoming municipal elections in Poland created a good opportunity to discuss the problems faced by residents of communes, districts and voivodeships. For this purpose, the Human Rights Defender has created a second index of problems developed on the basis of requests and complaints received by the Office of the Human Rights Defender. The index intends to indicate issues relevant to citizens and proposals of solutions to their problems.

Local governments are those bodies closest to the citizen, and therefore they should introduce effective assistance to their inhabitants. The second index focuses on issues such as the necessity of local authorities to meet the needs of the elderly people, to seek citizens' opinions on the emergence of new investments or the creation of so-called participatory budgeting, which – as already introduced by some authorities – allows citizens to target their initiatives e.g. the creation of new playgrounds, parks or gyms. During the upcoming local elections the questions&answers included in the index may be helpful in the verification of the candidates’ election programmes.
