The Azerbaijani Commissioner for human rights continues her mutual cooperation in the field of legal education and in organizing capacity building seminars about various human rights topics with the Justice Academy under the Ministry of Justice.
The next such training was delivered by Mr. Rashid Rumzada, head of the National Preventive Group of the Ombudsman and head of the relevant Department at the Ombudsman Office. The training was about the overall activity of the Commissioner in the capacity of national preventive mechanism. The compulsory training was for the listeners of the Academy and newly accepted state officials.
During the lecture, the trainees have been informed about legal reforms, legislative developments, and its harmonization with international legislation, achievements and the activity of the Ombudsman as an effective quasi-judicial mechanism. The participants were provided with the activity of the Ombudsman Office as a national preventive mechanism, including historical background of how the Commissioner was designated as a preventive mechanism, visits to the penitentiary and social-care institutions and so on in accordance with the OPCAT. The Training was continued in the form of an interactive dialogue.
This should be noted that as a Component of the CoE Action Plan for Azerbaijan (2014-2016) to increase the professional capacity of penitentiary staff and health-care providers in those institutions carried out within the program entitled “Support for Prison Reform in Azerbaijan” which also welcomed by the Commissioner of Azerbaijan have made significant contributions to the development of the field.
