The Control Yuan (CY) Committee on Educational and Cultural Affairs, led by Convener Pasuya Poiconx and accompanied by 16 CY members, conducted a circuit supervision to the Taiwan Public Television Service Foundation (PTS) and the Ministry of Culture (MoC) on 17 February 2025.
The CY members first attended a business briefing presented by PTS. To gain a better understanding of its operational performances, they were guided by PTS professionals to tour the television studio, outdoor broadcasting vehicles used for covering outdoor sport events or ceremonies, and the master control room. They also watched an PTS original documentary titled Happy Together, which highlights disability human rights issues.
The CY delegation then proceeded to the MoC, for a supervisory meeting. MoC officials gave a briefing on the five key policy areas: cultural industries, cultural regulations, equal cultural rights, cultural heritage preservation, and cultural exchanges. In his remarks, Convener Pasuya Poiconx noted that the circuit supervision provided the CY with a deeper understanding of the Ministry’s innovative strategies and policies outcomes. He also hoped that MoC would prioritize and allocate more resources toward the preservation of indigenous cultural heritage.
During the meeting, the CY members raised several questions and offered recommendations on various issues, including the role of public media, as well as the accessibility, independence and diversity of PTS. They also suggested establishing a public accountability mechanism for TaiwanPlus, and creating drama programs inspired by CY investigative reports. Additional topics of concern included the implementation of national languages development plan, the organization and categorization of Taiwan sign language corpus data, and the protection of cultural accessibility rights for disadvantaged students and those in correctional schools.
