EUROPE | ENNHRI Report on strengthening human rights accountability at borders

We are delighted to share with you a report on “Strengthening Human Rights Accountability at Borders”, published by the European Network of National Human Rights Institutions (ENNHRI) recently.  

Based on the findings of last year’s ENNHRI Regional Report on the Human Rights of Migrants at Borders that highlighted the existence of a climate of impunity for human rights violations over the past year, ENNHRI has focused on opportunities for strengthening accountability at borders.

The current report builds on the findings of ENNHRI’s previous report on Gaps in Human Rights Accountability at Borders, which identified and analysed the underlying causes of gaps in monitoring and overall transparency; access to justice; investigations; revision and prevention; and promoting a culture of rights.

It takes one step further, providing guidance and drawing on the good practices and recommendations of NHRIs for overcoming these gaps. It puts forward the following five key messages to national and regional authorities for securing stronger human rights accountability at borders:

  • Accountability at borders requires proactive steps;
  • EU legislation and policy must contribute to bridging accountability gaps;
  • Accountability at borders must be considered part of respect for rule of law;
  • Cross-border violations require cross-border solutions;
  • The response to forced displacement from Ukraine demonstrates that alternative approaches to migration management are possible.

ENNHRI encourages you to share this report with partners nationally and to consider opportunities for collaboration bilaterally and through ENNHRI to strengthen human rights protection at borders.
