While participating in the annual meeting of the General Alliance of National Human Rights Institutions (GANHRI) in Geneva from 21 - 23 February 2018, IOI Secretary General Günther Kräuter used the opportunity to sign a Memorandum of Understanding with the Association for the Prevention of Torture (APT).
Both IOI Secretary General Kräuter and APT Chief of Operations Ms. Barbara Bernath agreed that the MoU underlines the importance of the continuing cooperation between the two institutions. APT was already involved in different NPM-trainings organized by IOI, most recently in September 2017.
Mr. Kräuter also participated in a side event organized by APT focused on NHRIs with an NPM mandate. Part of the panel were IOI- Board Member Luis Raúl Gonzáles Pérez from Mexico and Hanna Machinsky, representative of Poland's Commissioner for Human Rights, both presenting progress made and problems encountered in their countries while implementing OPCAT. In a statement Secretary General Kräuter introduced the participants to the IOI NPM training from last September, stressing the importance of learning how to interview mentally ill persons under the "do no harm" principle.
