Armenia | New Human Rights Defender appointed

On 23 February 2016, the National Assembly of the Republic of Armenia has elected Mr Arman Tatoyan as Human Rights Defender of Armenia. Mr Tatoyan follows the former Human Rights Defender Karen Andreasian, who resigned in January 2016 after a period of almost five years in office.

Mr Tatoyan is a Doctor of Law (Ph.D. in Law) and an associate professor at Yerevan State University, Law Faculty. As Deputy Minister of Justice he was actively involved in the implementation of international torture prevention standards, he worked closely with the CPT and SPT and coordinated the cooperation with international organisations in this field of expertise.

In his role as Deputy Agent of the Government of Armenia before the European Court of Human Rights he participated in the process of submitting observations to the Court on behalf of the Republic of Armenia, ensured the execution of the Court’s judgements regarding Armenia and coordinated the work with the Committee of Ministers’ Department of Execution of the Court’s judgements.

Mr Tatoyan served as a national legal expert in the Human Rights Unit of the OSCE Office in Yerevan, was a member in respect of Armenia on the Committee for the Prevention of Torture (CPT) of the Council of Europe from 2011 to 2013 and an adviser to the Constitutional Court of the Republic of Armenia from 2010 to 2013.  

He is the author of 3 scientific monographs and 27 research articles dedicated to human rights guarantees in criminal procedure and problems of implementation of European standards on human rights during the criminal case investigation as well as establishment of rule of law in Armenia.
