Australia / Victoria | Ombudsman criticizes registration management of sex offenders

The Victorian Ombudsman, Mr George Brouwer, tabled in Parliament a report titled "Whistleblowers Protection Act 2001 Investigation into the failure of agencies to manage registered sex offenders " on 9 February 2011.

The report examines Victoria Police’s management of the Sex Offenders Registry and the notification of the Department of Human Services concerning registered offenders’ contact with children, including:

  • Between October 2004 and March 2010, 899 registered sex offenders reported to Victoria Police that they had had contact with one or more children. Victoria Police failed to notify the Department of Human Services (DHS) in relation to 376 of these offenders.
  • Some of these offenders’ criminal histories indicated the high risk they pose to children.
  • After this failure came to light in January 2010, Victoria Police and DHS promptly put in place measures to investigate the circumstances of over 700 children involved.
