UKRAINE | Ombudsman holds round table on human rights in psychiatric institutions

A round table was held by the Ukrainian Parliament Commissioner for Human Rights on the control over the observance of human rights while rendering psychiatric care to Ukrainian citizens.

The round table was held by the Ukrainian Parliament Commissioner for Human Rights jointly with the Ukrainian research institute of social and judicial psychiatry and narcology of the Ministry of Health and with the assistance of representatives of authorities, the Association of psychiatrists of Ukraine, the All-Ukrainian public organization of disabled people, users of the psychiatric care "User", the public organization "Kharkiv Institute of Social Researches" and scientists.

Upon results of the round table "Undertaking of coercive measures of medical character as a kind of the state coercion", agreements were achieved concerning the interaction of subdivisions of the Ministry of Health, the Ministry of Internal Affairs and the State Penitentiary Service of Ukraine with health care institutions while undertaking compulsory measures of medical character in the form of hospitalization of a person in a psychiatric institution.

The Ministry of Health decided to hold also inspections of psychiatric institutions concerning observance of basic provisions of the Ukrainian Law "on the psychiatric care". In particular, conditions of carrying out the primary psychiatric examination and hospitalization in a psychiatric in-patient hospital without informed consent of the patient, and also providing incompetents with the psychiatric care during institutional treatment will be verified.
