SPAIN | Ombudsman publishes English summary of annual report 2012

The 2012 report of the Ombudsman is comprised of a summary of the major actions, complaints, recommendations and ex officio investigations along with a reference to the supervisory and inspection measures carried out in the Ombudsman’s capacity as National Preventive Mechanism (NPM) against Torture. It begins by setting out the institution’s budget, which was lowered as of 2010 and then cut back once again in 2012. The year 2012 has been a year marked by the economic crisis, as a result of which citizens have suffered not only loss of income, but also dwindling employment and career-related prospects, in addition to finding services with which they had previously been provided to now have diminished.

A total of 548 recommendations, suggestions and reminders of legal duties were put forth to the administration in 2012. In a year marked by the crisis, the Ombudsman focused large parts of its efforts on the economic and financial problems and budget cuts. Numerous recommendations were made for mitigating the problem of evictions, and the actions taken regarding “preferred shares” gave rise to a study having been presented in March 2013. The Administration corrected over 70% of the measures questioned by the Ombudsman. The English summary of the 2012 Annual Report is available on the Ombudsman’s website.
