AZERBAIJAN | Ombudsman visited Treatment Facility of Penitentiary Service

The Ombudsman, Sabina Aliyeva, visited the Treatment Facility of Penitentiary Service of the Ministry of Justice as a National Preventive Mechanism.

The Ombudsman monitored the treatment rooms, departments and wards, met the patients in private. She invesigated the situation of providing medical assistance,  medicaments, nutrition and etc.

During the visit, the Ombudsman received numerous convicts in the facility on a random basis in order to investigate the treatment issues. Several accused persons  complained about investigation and court proceeding on their cases. During the meeting with the Ombudsman each person received duly legal consultation. The members of National Preventive Group also investigated the status of implementation of the recommendations made  in previous visits. It was found out that there is a need for an effective psychological and social services in the facility.

In the end of the visit the Ombudsman spoke with people responsible for administration and other staff of the facility and gave some recommendations on ensuring access to  medical services and reminded the requirements of the national and international sdandarts, including European Prison Rules.
