Canada | Recommendation by the Québec Ombudsman concerning Bill 77 (Québec Immigration Act)

Québec’s Ombudsperson Raymonde Saint-Germain subscribes to the general principles of the Bill 77 (Québec Immigration Act), which proposes reform of the immigration system.

However, she notes that the bill in its current form makes no mention of an internal administrative review mechanism for candidates dissatisfied by a decision of refusal by the Department.

Consequently, she recommended to include a formal administrative review process into the Act. This process would be a prerequisite for recourse for all immigration classes in contesting a refusal before the Administrative Tribunal of Québec.
