The International Ombudsman Institute (IOI) and the Office of the Chancellor of Justice of Estonia in collaboration with the e-Governance Academy (eGA) invites you to participate in a 2-day training seminar on Artificial Intelligence (AI) in Tallinn ESTONIA, October 15–16, 2024.
Scope of the agenda
The training seminar spans two full days, offering a comprehensive schedule designed to provide in-depth learning and engagement. Each day will be packed with a variety of sessions, including expert presentations and interactive discussions, ensuring that participants gain valuable insights and practical skills.
The first day will cover the fundamentals of AI, including its various applications, functions, types, and underlying logic. Participants will draw on real-life experiences and discuss relevant procedures.
The second day will focus on the legal and ethical dimensions of AI, with a particular emphasis on the EU regulations that took effect in 2024. Given that Offices of Ombudspersons must be prepared to oversee the human rights compliance of AI systems used by public authorities, this topic is especially crucial.
Active discussions and experience sharing are encouraged throughout the training, and all participants should be prepared to engage at any time during the event.
Daily moderators and speakers
Day 1
- Tanel Tammet is a Professor of Applied Artificial Intelligence at Tallinn University of Technology. He is a computer scientist, software engineer, and programmer. His expertise includes natural sciences, engineering, computer science, numerical analysis, and AI, with a focus on commonsense reasoning, automated theorem proving, and recommendation systems. Currently, he teaches and consults as a Professor at Tallinn University of Technology's School of Information Technologies.
Day 2
- Katrin Nyman-Metcalf is a Professor of Law and Senior Legal Expert with 30 years of experience. Her focus includes public international law, EU law, communications law, IT law, AI law, e-governance, regulatory issues, data protection, freedom of expression, competition law, and administrative law.

Venue
The training seminar will take place in the Office of the Chancellor of Justice of Estonia.
Costs
No fee is charged for participation in the training seminar. Training-related costs will be covered by IOI funding. Each Office is expected to cover their participants' travel expenses, including flights, accommodation, and insurance.
Registration
Participation is limited to 25 persons. The training will be held in person and will not be streamed online. The training language is English. To ensure broad and diverse representation across the IOI member organizations, we kindly request that each organization submit a maximum of two candidates for participation in the training seminar. When registering, please designate one candidate as your priority choice and the other as a secondary option whose candidacy will be considered if additional spots are available.
Participants are expected to have a professional interest in the outlined issues and a good level of proficiency in English. To nominate a staff member for the training, please fill out the online form. The deadline for applications is September 13, 2024.
E-learning platform
An e-learning platform on artificial intelligence will be launched after the training event. This platform will feature most of the materials handled during the training and offer participants and those interested in the materials the opportunity to test their acquired knowledge. Details on how to access the platform will be provided in a separate invitation sent to the IOI members.
