IOI | Follow-up NPM workshop in Vilnius from 21-23 June 2016

Following the very successful first training cooperation with the APT last year, the IOI is pleased to once again join forces with the Association for the Prevention of Torture (APT) and offer another training workshop specifically designed for Ombudsman institutions functioning as National Preventive Mechanism (NPM) in their respective countries. 

The three-day workshop for NPMs under the title “Monitoring of Psychiatric Facilities” will be held in Vilnius (Lithuania) from 21 to 23 June 2016 and hosted by the Seimas Ombudsmen’s Office of the Republic of Lithuania.

Renowned experts from the APT will lead through this workshop and will be joined this time by medical and psychiatric experts as well as an expert from the SPT. The main focus and objective of this second NPM workshop is:

  • to explore issues of common concern relating to the monitoring of psychiatric institutions;
  • to deepen the understanding of the main risk situations related to psychiatric institutions;
  • to develop skills to handle specific challenges relating to the monitoring of psychiatric institutions and
  • to explore strategies to follow-up on visits to psychiatric institutions and overcome challenges such as gaps in standards or legislation.


The working process and facilitation methods employed will use as much as possible the experience of participants and the planned visit to a psychiatric hospital will deepen the issues raised. To ensure the best possible outcome, participation will be limited to a maximum of 25 people this year and to one representative per member institution, in order to allow the attendance of as many member institutions as possible.
