The new Act on the Commissioner for Fundamental Rights puts a special focus on the rights concerning the most vulnerable groups of society, as well as to the fundamental rights of human dignity itself and sets new methods of inquiry to protect the mentioned rights properly. Therefore the Commissioner of Fundamental Rights is now empowered - when justified - to start proceedings ex officio, or also on proposal of the Deputy Commissioners. Additionally the Commissioner was provided with a large variety of methods of inquiry which vary from simple requests for data to onsite inspections without previous notification. Accordingly the Hungarian Authorities are bound to cooperate, elsewise the Commissioner is to inform the Parliament as well as the public.
The Act on the Commissioner for Fundamental rights entered into force on 1st January 2012. The Office of the Commissioner naturally started the restructuring of its organisation, meanwhile the Office’s system of receiving complaints functions without interruption.
