UKRAINE | Special report on infringement of human rights and freedoms

The special report of the Ukrainian Parliament Commissioner on the infringement of human rights and freedoms provides material concerning the events which occurred in the country from 21 November 2013 to 22 February 2014.

The material, accumulated by the Commissioner since the opening of proceedings on 30 November 2013, was analysed and collected in a chronological order and provides an insight into “events of not only unprecedented importance, but also of tragic nature, given the large number of victims and the scope of human rights infringement”, says Commissioner Valeriia Lutkovska.

Therefore, the report includes a list of systemic problems that have been noted in the actions undertaken by law enforcement bodies. Furthermore it contains several recommendations for the development of guidelines and rules aiming at the prevention of such violations of human rights in the future.

Non-governmental organisations and activists provided valuable assistance during the proceedings as well as with regard to the preparation of the report, implementing several measures in order to restore some of the violated rights of participants in the mass protests.

The Commissioner presented her report on 28 February 2014 and submitted it to the Verkhovna Rada, the parliament of Ukraine. She expresses her hope that “Ukrainian society will draw conclusions from the events of the past three months, which will allow for improving the observance of human rights of each particular individual.”
