ISRAEL | State Comptroller and Ombudsman submits Ombudsman's Report 49 for the year 2022

On 19 June 2023 State Comptroller and Ombudsman of Israel, Mr. Matanyahu Englman, submitted to the Knesset (Israeli parliament) his annual report for the year 2022.

Ombudsman Report 49 gives a general overview of the work of the Office, including the investigation procedure and the Office's toolbox and basket of remedies. It provides in-depth statistical data on the complaints handled by the Office of the Ombudsman in 2022 and gives a number of examples of complaints investigated in that year relating to a variety of topics: public service; rights of persons with disabilities; local government; consumer issues; health; public housing; rights of the individual; employee rights and the protection of whistleblowers; compulsory payments and education.

The report also reviews the Office's extensive activity in the international arena, reflecting the opening remarks of Dr. Esther Ben-Haim, Head of the Office of the Ombudsman, according to which the Office "attaches great importance to its involvement in the community of ombuds institutions around the world. This it does in order to learn from the knowledge and experience of ombuds institutions in other countries and to share with these countries the extensive knowledge and experience of the Office".

In 2022, the Office of the Ombudsman received 20,938 letters of complaint, an increase of 47% as compared with 2019. 44% of the complaints were found justified or were rectified without the need for the Office to make a ruling. 36% of the complaints dealt with the service provided for the public by the various public bodies.

According to State Comptroller and Ombudsman of Israel, Matanyahu Englman: "The year 2022 set a new record regarding the number of complaints received by the Office of the Ombudsman since its establishment… the significant increase in the number of complaints illustrates that the public is more aware of the option of contacting the Office when facing a problem in its interaction with the government authorities…".
