The International Ombudsman Institute (IOI), in close cooperation with the Association for the Prevention of Torture and the National Human Rights Commission of Mexico, held a workshop for National Preventive Mechanisms (NPMs) in the Latin American Region. The workshop was held in Mexico City and put a specific focus on the situation in the first hours of detention of women and LGBTI+ persons.
Building on a previous project of the Association for the Prevention of Torture (APT) in the region, the workshop addressed the fact that women and LGBTI+ persons are most at risk of torture and violations of their rights when deprived of liberty – especially in the early stages of detention – and therefore have additional needs that require the attention of monitoring bodies.
Representatives of different NPMs from the region came together to exchange their practical experiences in relation to the inclusion of a gender perspective in the monitoring process. They discussed strategies for positive changes in practice, especially with regard to the implementation of safeguards.
The workshop was generously hosted by the National Human Rights Commission of Mexico (CNDH) and delivered in Spanish by two experts from the APT; the long-standing partner of the IOI. The Regional President of the IOI’s Caribbean & Latin American Region, Ms. Nashieli Ramírez Hernández, attended the meeting to welcome participants on behalf of the IOI.
