Urgent need for review of special needs youth placement in adult facilities per CRC
Based on Ministry of Health and Welfare (MOHW) data, the number of children with developmental, physical, or mental disabilities placed outside their families rose to 1,243 in 2023. Of these, 176 cases (15%) were housed in adult care facilities, which have been unable to meet the children's social adaptation and peer interaction needs, thus failing to adhere to the Convention on the Rights of the Child (CRC).

Ombudsman commends public organisations and public officers for exemplary service and puts forward three strategic focuses to enhance public administration
At the 27th Presentation Ceremony of The Ombudsman’s Awards on 31 October 2024, The Ombudsman, Mr Jack Chan, presented the Grand Award to the Hong Kong Fire Services Department, an Award for Public Organisation to both the Social Welfare Department and the Water Supplies Department, the Award on Mediation to the Housing Department, the Customer Services Award to the Immigration Department, and the Information Technology Application and Creativity Award to the Hospital Authority. Individual Awards were also given to 79 public officers.

Global Report on Women in Prison - Analysis from National Preventive Mechanisms
National Preventive Mechanism (NPM) from 46 countries contributed to the development of a global report on women in prison, launched on 12 December 2024 by the Geneva-based Association for the Prevention of Torture (APT). The report highlights significant challenges and systemic discrimination faced by women in prisons around the globe, calling for urgent reforms and greater use of alternatives to detention.

Ombudsman Hong Kong introduces new incentive for promoting good public administration
At the Presentation Ceremony of The Ombudsman’s Awards on 8 November 2019, the Ombudsman of Hong Kong, China, Ms Winnie Chiu, emphasised that the promotion of good public administration is the primary focus of the Office of The Ombudsman’s work. Following its complaint handling and direct investigations, the Office makes recommendations for improvement and proactively monitors the progress of implementation. In addition to holding the annual Awards, the Office has introduced a new incentive of issuing appreciation letters to public officers in recognition of their efforts to resolve complaints.
