I.O.I. prepares annual officer elections
According to Article 21 (2) of the I.O.I. By-laws “The officers of the Institute, except the Secretary General, shall be elected at the annual meeting of the Board from amongst the Directors”. As a consequence officer elections will be held during the Livingstone Board Meeting to appoint the President, Vice-President and Treasurer of the Institute.

President Beverley Wakem, Secretary General Peter Kostelka and European Regional Vice-President Rafael Ribó have expressed their concern on behalf of the I.O.I. regarding recent developments in Castilla-La Mancha that might lead to the abolition of its Ombudsman institution.

Ombudsman welcomes consultation act for indigenous peoples
Ombudsman Eduardo Vega expressed his satisfaction and welcomes the decision of the Congress to adopt the Law on Consultation of the Indigenous Peoples on 23 August 2011. Vega called the act “a provision which constitutes a seminal step for the recognition of the rights of indigenous peoples and for institutionalising the intercultural dialogue between them and the authorities”.

New South Wales Ombudsman reports on the need of a boarding house reform
On 16 August 2011, the NSW Ombudsman tabled a special report to Parliament titled More than board and lodging: the need for boarding house reform. The report draws on extensive work by the Ombudsman´s office since 2002, which has identified serious concerns about the safety, health, welfare and rights of the residents of licensed boarding houses, and the adequacy of the system that is meant to protect them.

I.O.I. provides online access to key ombudsman publication
Over the course of the summer, the General Secretariat has invited I.O.I. members to register for a free of charge electronic access to a comparative legal study about European Ombudsman Institutions. So far, already close to fifty accounts have been provided, enabling I.O.I. user to read and download individual chapters of the following publication: Kucsko-Stadlmayer, Gabriele (ed.): "European Ombudsman-Institutions. A comparative legal analysis regarding the multifaceted realisation of an idea", Springer Wien New York, 2008.

The I.O.I. strives to encourage and support research and study into the institution of the ombudsman as well as to collect, store and disseminate research data. Since 2010 the I.O.I. the General Secretariat in Vienna hosts the Institute's archives.

The I.O.I. welcomes the new incumbent of its Japanese member institution. On August 26th 2011, Hideo Arai has been appointed Director-General of the Administrative Evaluation Bureau at the Ministry of Internal Affairs and Communications (MIC).

Defensoría del Pueblo saluda aprobación de ley de consulta a los pueblos indígenas
El Defensor del Pueblo en funciones, Eduardo Vega, expresó su satisfacción y saludó la decisión del Pleno del Congreso de la República, que hoy aprobó la Ley de Consulta a los Pueblos Indígenas, a la que calificó como “una norma que constituye un paso trascendental en el reconocimiento de los derechos de los pueblos indígenas y para institucionalizar el diálogo intercultural entre éstos y las autoridades del Estado”. Asimismo, indicó que tal medida acoge las recomendaciones efectuadas por la Defensoría del Pueblo.

The Ombudsman of Gibraltar, Mario M Hook recently announced the launching of his new website: www.ombudsman.org.gi. It will provide better functionality and interaction to its users and importantly allows complaints to be submitted electronically through an online complaint form.

Chairman of the I.O.I. member institution reappointed
The I.O.I. congratulates the reappointed incumbent of its Tanzanian member institution. The Retired Principal Judge of the High Court of Tanzania, Amiri Ramadhani Manento (63) has been appointed Chairman of the Commission for Human Rights and Good Governance (CHRAGG) for another period of three years.

First Forensic Psychiatric Centre opens
Slovenia's second largest hospital UKC Maribor opened the first national forensic psychiatric centre, which will house up to 66 prisoners from the entire Slovenia. Head of the UKC Maribor Gregor Pivec said on the occasion that the first residents would arrive on 1 October.

New Director on the I.O.I. Board
A long-standing and valuable member from the African Region left the I.O.I. Board of Directors when Ms Amina Ouédraogo (Burkina Faso) retired from her office as Médiateur du Faso in June 2011. Following a regional I.O.I. meeting Ms Traore, the new Ombudsman in Burkina Faso will fill the vacant position of an African Director on the Board.

EXCO Meeting in Addis Ababa, 15 – 16 September
The Executive Committee of African Ombudsman & Mediators Association (AOMA) gathered in Addis Ababa from 15 to 16 September 2011 for an Executive Committee Meeting and the African Ombudsman Research Centre (AORC) Board meeting. The meeting was hosted by the Ethiopian Institution of the Ombudsman (EIO) .
